6th PARTNER SEARCH FORUM HELD

Approximately, 89 potential applicants from the programme eligible countries of Croatia and Montenegro met at the premises of the Institute "Dr Simo Milošević", Sava Ilića 5, Igalo, Montenegro on 18th April, 2013 at the 6th Partner Search Forum held under the IPA Cross-Border Programme Croatia - Montenegro financed under Instrument for Pre-Accession Assistance (IPA), component II.

This event was organized by the programme's Joint Technical Secretariat in close cooperation with the operating structures of the programme - Ministry of Foreign Affairs and European Integration of Montenegro, the Ministry of Regional Development and EU Funds of the Republic of Croatia andAgency for Regional Development of the Republic of Croatia.

The Forum began with the presentation that informed the participants about the aims of the IPA Cross-Border Programme Croatia - Montenegro, partnership principles and the content of the Guidelines for Applicants and the Application Package as well as about the events that were organized by the JTS in the past and events planned for the upcoming period.

The positive experience of the projects implementation was presented trough the presentation of the projects financed within the first Call for Proposals and trough presentation of projects of 2nd Call for proposals.

The second and main part of the Forum was concentrated upon the 3 thematic workshops according to the specific measures of the programme:

Workshop 1:Joint actions for protection of environment, natural and cultural heritage;

Workshop 2:Joint tourist and cultural space;

Workshop 3:Small cross-border community development projects.


Representatives from municipalities, non-governmental organizations, public services, educational and other institutions exchanged their project ideas and/ or contacts, with an aim to establish future partnerships for joint projects before the expected launching of the third Call for Proposals. Many of them already managed to identify their partners, which was the primary goal of the forum. During the final plenary session, several technical questions were raised regarding the programme and the project proposal preparation process. Such questions were answered by the responsible representatives present from the JTS and the two Operating Structures.

Within preparation activities for the launching of the third Call for Proposals, the Joint Technical Secretariat, in cooperation with the Operating Structures of both countries (the Ministry of Foreign Affairs and European Integration of Montenegro, the Ministry of Regional Development and EU Funds and the Agency for Regional Development of the Republic of Croatia) are inviting you to participate in the Partner Search Forum in the frame of the IPA Cross-Border Programme Croatia - Montenegro 2007-2013.

This Forum will take place on Thursday, 18 April 2013 at 11.30, at the premises of the Institute "Dr Simo Milošević", Sava Ilića 5, Igalo, Montenegro.

Implementation Workshop in Tivat held

With the support of the Delegation of the European Union to Montenegro and the Ministry of Foreign Affairs and European Integration of Montenegro, the Joint Technical Secretariat has organised two days seminar for grant beneficiaries of 6 project proposals selected for financing within the 2nd CfP, on project implementation, management of the projects and secondary procurement in line with EU requirements. The seminar was held in the premises of Municipality of Tivat, Tivat, Montenegro on 26th and 27th March 2013.
First day of the implementation seminar was related to the instructions given to the beneficiaries in order to explain them how to successfully manage the projects and how to prepare the project reports. At the beginning of the lecture, attendees got familiar with general information and the obligations that grant beneficiaries, functional lead partner and project partners will have to fulfill. They also became acquainted with the roles of Contracting Authorities and Joint Technical Secretariat. The lecturers explained in detail the types of the documents that shall be used in the project implementation as well as the annexes of the grant contract.

Second day was dedicated to the process of secondary procurement, its general characteristics, procedures, instructions on how to create the Procurement plan and the types of contracts when it comes to procurement. The procedures related to the exemption of VAT were explained in details and the practical examples presented. The lecturers also described the monitoring processes (internal and external with the explanation who conducts the monitoring and when) as well as the key aspects of visibility and its relevance. At the end of the second day, the exercise (preparation of the procurement plan for each project separately) was performed with the attendees of the seminar.

 
Implementation workshop for grant beneficiaries in Mlini held

With support of the Agency for Regional Development of the Republic of Croatia and the Ministry of Regional Development and EU Funds, the JTS/Antenna staff organized two-day workshop for grant beneficiaries of 6 selected project proposals within 2nd CfP, on project implementation, management and secondary procurement under projects funded by the IPA CBC funded by the EU, in the premises of the Hotel "Astarea" which last for 2 days from 21th to 22nd March 2013.
First day of the implementation workshop was related to the instructions given in order to successfully manage the projects and reporting as well. At the beginning of the lecture, attendees got familiar with general information and the obligations grant beneficiaries, functional lead partner and project partners must fulfill. They also became acquainted with the roles of Contracting authorities and Joint Technical Secretariat.

The ARD lecturers explained the procedure of single tender and the exemption of VAT (PDV). JTS lecturers described monitoring processes (who conducts monitoring and when) and key aspects of visibility and its relevance. At the end of the second day attendees were given the exercise where they were able to create the plan of the procurement for each project separately.
