Providing the upcoming launch of the second Call of Proposal, and that is one of the most important preconditions for the eligibility of projects forming strategic partnerships between partners on both sides of the boarder, JTS with the support of Operation structures of both countries organized a second Forum to establish project partnerships and exchange projects ideas under IPA Cross-Border Programme Croatia-Montenegro, 2007-2013.
Forum held on 16th June 2010 in the premises of the University of Dubrovnik. Similar to the previous Forum held in Igalo, this was organized into two sessions: the first, in which attendees were welcomed by the representatives of the Operating Structure and the Joint Technical Secretariat, and during which they presented project principles of partnership, and Instruction standard form for applicants, and the second, in which participants are enabled to participate in thematic workshops of special interests to them.
Workshop topics were in compliance with the measures of the Programme, and participants had the opportunity to participate in one of the following workshops:
- Joint actions for environment, nature and cultural heritage protection - Joint tourism and cultural space - Small cross-border community development projects
   More than 90 representatives of municipalities, NGOs, utility companies, educational, cultural, health and other institutions and organizations had the opportunity to exchange their own project ideas with participants from other states and thus form a partnership before the announcement of the second Call for proposals. A large number of contacts have been established, and some of them find project partners, which was the main goal of the Forum.
