Implementation workshop for grant beneficiaries held

Joint Technical Secretariat of the Programme in cooperation with regional TA project CBIB (Cross-Border Institution Building), supported by the Ministry for European Integration organized a three-day workshop "Implementation and secondary procurement" in Kotor, from 20 to 22 Dec. 2010.

The workshop was attended by the awarded grant beneficiaries from the 1st Call for Proposals, representatives of the Ministry for European Integration of Montenegro (MEI), Agency for Regional Development of the Republic of Croatia (ARD) and the Delegation of the European Union to Montenegro (DEU).

Beneficiaries had the opportunity to get detailed information and instructions regarding financing, secondary procurement, reporting, auditing, monitoring, etc. in order to learn and prepare themselves for the implementation of their projects, awarded within the 1st Call for Proposals. All the participants were very proactive during the workshop.

The great help was given by the representatives of Contracting Authorities (ARD and DEU) answering the questions regarding specific and concrete implementation procedures.


We would like to thank all the participants for the devotion and enthusiasm, good questions asked and suggestions given and wish them great success in project implementation.

 
The Grant Award Ceremony held

On 13 December 2010 at the "Queen of Montenegro" Hotel in Bečići, took place the Grant Award Ceremony officially promoting grant awarded project proposals submitted under the 1st CfP in the frame of the IPA CBP Croatia - Montenegro.

The audience was greeted by Mrs. Gordana Đurović, Minister for European Integration of Montenegro; Mr. Ivo Žinić, Director of Directorate for integrated regional development in the Ministry of Regional Development, Forestry and Water Management of the Republic of Croatia; Mr. Leopold Maurer, Head of the Delegation of the European Union to Montenegro; Mrs. Stella Arneri, Secretary of the Agency for Regional Development of the Republic of Croatia.

Mrs. Biljana Vujanić, Task manager in the Joint Technical Secretariat (JTS), presented the results of the evaluation of project proposals submitted within the 1st CfP under IPA Cross-Border Programme Croatia-Montenegro.

Mrs. Zore Domes, Task manager in the Joint Technical Secretariat of the Programme presented summaries of the selected project proposals submitted within the 1st CfP.

The Inauguration Ceremony was closed with a session for questions and answers regarding the selected projects proposals.

The First Call was open from 21 August to 18 November 2009. It was launched by the Ministry of Regional Development, Forestry and Water Management of the Republic of Croatia and the Delegation of the European Union to Montenegro in cooperation with the Ministry for European Integration of Montenegro.

Selected projects will be financed from the European Union funds (IPA budget allocation for the Cross-Border Programme Croatia-Montenegro for 2007 and 2008). The total funds available under this Call were 1,620,000 €, out of which 720,000 € was for Croatia and 900,000 € for Montenegro.

Twenty four project proposals were submitted within this Call out of which five projects are grant awarded. Total value of all selected projects is 1,861,510.49 €, out of which 1,503,160.59 € are EU grants. Projects are based upon the principle of a partnership of the organizations from Croatia and Montenegro and four of them are related to the measure of the Programme: Joint tourism and cultural space, while the one project is related to Small cross-border community development projects.

Project clinics held

With the aim to support the process of preparing project proposals for the second Call for Proposals, the JTS with the support of the Cross-Border Institution Building (CBIB) expert organized consultations for all applicants whose project proposals were not proposed for funding under the First Call.

Consultations (project clinics) were held in the premises of the Joint Technical Secretariat, Škaljari bb, Kotor, Montenegro from 22nd to 24th November 2010.

A total of 30 representatives of institutions which have applied with 14 project proposals within first CfP used the opportunity to ask questions about their project proposals and get useful advice from the CBIB expert. The participants stressed that they have received very useful advice that will help them to improve the quality of their project proposals and all of them expressed the intention of to apply with these proposals within the second CfP which is showing that the main objective of the event was reached.

 
The last Info day held in Dubrovnik

On 11 November 2010, Info day for the representatives of local government of Programme eligible area was held in Dubrovnik at the premises of the Regional Development Agency of Dubrovnik-Neretva County. The purpose of the meeting was provision of relevant information on the First call and the preparation of the Second call for proposals as well as exchange of experiences and forming of partnerships between municipalities of the two countries.

After the presentation of the Programme by JTS staff the participants from both countries introduced themselves and presented their project ideas after which they involved in a discussion. Judging from comments of the attendees, the meeting was rated as very successful and useful.
